(1)I have stated before in the introduction to the book of Acts that I think these documents are legal documents that Luke prepared for Paul's defense in Rome (see Acts 28:16ff). When we last hear from Luke in the book of Acts Paul is in Rome waiting to be tried. But I must admit, this is speculation on my part.
Luke was known as the "beloved physician" (Col.4:14) and a traveling companion of the great apostle. He was probably a convert of Paul's. Tradition has it that Luke's home was in Syria (Antioch).
Paul picked up Luke at Troas on his second missionary journey (Acts 16:10; note the we section starts).
(2). We need to notice that this is a redacted account. Luke never claims that he is writing down everything that Jesus said or did but only some things. All of these things we written down on the basis of Luke's research. This letter is addressed to "Theophilus" who was most likely a government official. Theophilus had been taught so he probably was a Christian or convert and maybe involved in Paul's defense at Rome.
